To re-download, on the right-hand side of the iTunes store homepage there should be a Purchased link under the Quick Links section. Click on that and you should go to a screen where you can select the content type (music, apps etc) and be able to re-download them. If you still have the 'pointers' to your apps in your iTunes library (i.e. where you are getting the exclamation marks) then iTunes will assume that you already have them somewhere and won't let you re-download them - so try deleting one of them first and you should then be able to re-download it via that Purchased link, and you can then do the same for the others.
